“A women was seriously injured, about a block ahead of us, by a bicyclist, and now we believe there’s a possible fractured skull,” said Kelly, who wrapped a scarf around Hoffman’s head to staunch the bleeding, according to WPIX. “She was unconscious and bleeding from the head wound.” Officers who were with Kelly called 911, and an ambulance brought Hoffman to Cornell Medical Center, where she is in stable condition. The cyclist—identified as 24-year-old Jose Segarra—was given summonses for improper brakes, not having any reflectors, and not having lights, the Post reports.
